free wifi router not given to me

i take new connection from tikona the plan is 4241rs the service man is not giving me to free wifi router, he say is wifi router not in stack after 10 days i will give you the wifi router. after 10 days i call him but that service man is not responding this is very worst behaviour . the service man is taking 250rs chargeing for me in connection time . dont buy tikona broadband connection. no customer service or no customer satisfaction... always internet issue the service man mobile number is 9884236599
