Slow speed and signal problem

despite of 1mbps plan, i often face problem regarding speed and connecton, from 150kb it sometimes decreases to 20-30kb and remains the same for most of the time, also tikona login page takes too much of time to load and sometimes it will not even open,plzzz do something about it.... Otherwise no issue
